3.1               COPPA:ODL (2019) General Information  COPPA:ODL (2019) MQA, 2019 has listed seven (7) areas of evaluation with 21 criteria and 96 standards that must be followed in conducting the ODL programme. The seven (7) areas of assessment are:   Bidang Penilaian Area 1 Development and Delivery of Programme (3 criteria and 16 standards) Area 2 Student Learning Assessment (3 criteria and 11 standards) Area 3 Student Selection and Support Services (5 criteria and 18 standards) Area 4 Academic Staff (2 criteria and 14 standards) Area 5 Educational Resources (3 criteria and 12 standards) Area 6 Programme Management (4 criteria and 16 standards) Area 7 Programme Monitoring, Review and Continuous Quality Improvement (1 criteria and 9 standards)     All 96 standards stated in COPPA:ODL (2019) must be complied with in conducting the ODL programme. Assessment of compliance with criteria and standards is carried out during programme accreditation assessments,  approval of programme offerings and revision of the ODL programme curriculum. Detailed criteria and standards can be referred to via MQA website on COPPA:ODL (2019) https://www2.mqa.gov.my/qad/v2/copnew.cfm., which is also linked to the UPM e-iso website.   This section highlights the essence of each assessment area in COPPA:ODL (2019) and MQA Notification Letter No. 12/2020. Faculties/Schools need to refer to the details of COPPA:ODL (2019) criteria and standards which are read together with the MQA Notification Letter No. 12/2020 in the preparation of programme documents.   3.1               The Core of COPPA:ODL (2019) Criteria and Standards    AREA 1: Development and Delivery of Programme     1.   Goals, objectives and learning outcomes must be consistent and support UPM's ODL policy in promoting global online learning. (Standard 1.1.1).   2.   Programmes must show evidence of demand and feasibility of programmes offered via ODL. (Standard 1.1.2).   3.   Course coordinators and/or course lecturers must have autonomy in ensuring delivery and assessment can be carried out effectively for the ODL programme. (Standard 1.2.1).   4.   Programmes must involve stakeholders including subject matter experts and ODL experts.. (Standard 1.2.3).   5.     a.   b. Programmes must have PdP methods that are appropriate and relevant to PEOs and LOs that include the following:(Standard 2.5) have an electronic or online learning platform (LMS) mechanism/system for PdP interaction. Evidence of this PdP platform must be provided before submitting the Provisional Accreditation application. provide SIM for ODL students that are suitable for the needs of self-directed learners. All SIMs must be uploaded in the learning platform. Programmes may consider apply for intellectual property rights requirements and licensing policies for SIMs produced. Copyright laws and best practices must be recorded and monitored.     c. Requirements for SIM preparation: i.    SIM for all First Semester courses of the ODL programme must be prepared before       applying for Provisional Accreditation (PA); ii.  SIM for all First Year courses of the ODL programme must be prepared after the      programme has been offered for one (1) semester once obtain PA approval and      programme offering approval from KPT; iii. SIM for all ODL programme courses must be provided when submitting Full     Accreditation (FA) application; and iv. SIM must be fully prepared for the courses to be taken by students who have received     credit transfer approval.     d. have a special unit/section that is responsible and collaborates with the programme owner in designing and providing ODL learning materials.     e. determine the type of interaction between students and lecturers either synchronously or asynchronously, or a combination of both. For tutorial sessions, synchronous interaction can be implemented face-to-face through physical meetings or virtually through electronic media.   6.   The program must provide information to students regarding the details of the programme as well as the ODL PdP method. Information can be implemented through a learning platform or LMS. (Standard 1.3.2).   7.   Programmes must encourage innovation in PdP to encourage two-way interaction between lecturers and students, either synchronously or asynchronously including the use of data access methods in monitoring student learning activities. (Standard 1.3.5)   AREA 2: Assessment of Student Learning   1.   Student engagement in assessment and learning activities must be monitored through the e-learning platform. (Standard 2.2.1).   2.   Programmes must have a structured student assessment policy and mechanism to ensure the validity, reliability, integrity, up-to-date and fairness of assessment methods are appropriate for ODL students in different and remote locations as well as simultaneous processes in many locations. (Standard 2.2.2).   AREA 3: Student Selection and Support Services   1.   The recruitment of students must take into account the ability and capacity of the department in running the program effectively. (Standard 3.1.3).   2.   Appropriate learning support services for ODL students should be provided to new students, exchange students and students with special needs. (Standard 3.1.5).   3.   The programme need to have an orientation session module to expose students to all relevant aspects of ODL. (Standard 3.3.3).   AREA 4: Academic Staff Akademik    1.   Programmes must have a clear and documented academic staff recruitment policy and take into account ODL experience. (Standard 4.1.2).   2.   The programme must have a qualified course coordinator appointed on a full-time basis. Qualified part-time tutors can be appointed to conduct tutorial sessions. (Standard 4.1.4).   3.   The programme needs to implement structured development training for existing and new academic and non-academic staff to understand ODL, including the implementation and management of tutorial sessions and management of e-learning platforms. (Standard 4.1.8).   AREA 5: Educational Resource     1.   Programmes must have an e-learning policy that includes the selection and use of electronic devices, internal and external networks, e-content and other related aspects such as the use of information technology for communication and learning. (Standard 1.1).   2.   Programmes must have physical and virtual facilities (electronic learning platforms and digital libraries) and adequate and appropriate educational resources to ensure effective delivery of ODL. This includes facilities for programmes that require research and for students with special needs. (Standard 5.1.2).   3.   The programme needs to provide support materials and guidance to students and academic staff to support the PdP process through ODL. (Standard 5.1.3).   4.   The developed e-Content must comply with the legal and copyright requirements. (Standard 5.1.4).   AREA 6: Programme Management     1.   Programmes need to have sufficient and qualified non-academic and administrative staff including curriculum designers, editors, graphic designers and support officers to support ODL learning. (Standard 6.3.1).   2.   Programmes need to have an ODL-related training plan for non-academic and administrative staff to ensure the strengthening of ODL-related knowledge and skills. (Standard 6.3.3).   AREA 7: Monitoring, Review and Continuous Quality Improvement     1.   Programmes must have an internal committee for monitoring and reviewing the ODL programme curriculum, including ODL learning support services. (Standard 7.1.3).
