HEIs Need To Take Full Benefit of the Flexibility Provided by the MQA

Local universities need to take full advantage of the flexibility provided by the Malaysian Qualifications Agency (MQA), especially in teaching and learning sessions (PdP) to produce a generation of excellent students with all their heart.

Chief Executive Officer of MQA, Prof. Datuk Dr. Mohammad Shatar Sabran said, his side has taken proactive steps by offering flexibility to all local higher education institutions (HEIs) so that they can conduct PdP in accordance with the current situation.

He said, the flexibility does not only include the syllabus, materials and teaching techniques but also aspects of student evaluation of the subjects being taught.

"Conventionally, student evaluation is based on lectures and exams, but in today's context, it is hoped that HEIs are more open and PdP does not necessarily take place in the classroom, it can be carried out in the location according to the concept or topic discussed.

"For example, for social science classes, discussions can be held in public places, residential areas, public places of focus such as shopping centres and others so that students can appreciate and understand the current scenario or the one being discussed," he said.

Previously, Senior Lecturer at the National University of Singapore (NUS), Prof. Dr. Syed Muhammad Khairudin Al-Junied expressed the view that most universities in some Muslim countries, including Malaysia, seem to have 'lost their spirit' in producing distinguished scientists following the results of research and studies through their published writings which no longer have an impact on society.

Commenting on the matter, Mohammad Shatar said that he agreed with the view of the Committee of Vice-Chancellors/Rectors of Public Universities (JKNC/RUA) which stated that universities have an important responsibility in the development of society and the economy, and that their contributions need to change in line with current developments, but need to stick to the original philosophy of its establishment.

He said, in that context, MQA is always flexible and supports the latest PdP methods and the initiative is in line with the target of making Malaysia a global education hub as desired by the Minister of Higher Education, Datuk Seri Dr Zambry Abdul Kadir.

He said that the examination also does not need to be based on the conventional method of multiple choice answers which the student has to memorize, but what needs to be assessed is whether the student can make an analysis, apply what is learned and this is much more important in order to be able to produce students who are competent and suitable for penetrate today's job market.

"MQA has anticipated this phenomenon whether we like it or not, therefore HEIs need to be prepared to face this situation through educational innovation, a change of mindset and a more creative way of working.

"If they are not ready to provide such flexibility, it is feared that local HEIs will not be able to compete at the international level because in the face of the VUCA world which refers to volatile, uncertain, complex and ambiguity, now the mode of study which is more 'user friendly' is needed," he said.
